Minutes for March 10, 2010 Selectmen’s Meeting

Members Present:  Jean C. Harmon, Daniel T. Collomy, Robert C. Libby, Linda W. Pulsoni and Peter E. W. Burns.

Others Present:  Keith Emery, Larry Miller and Dennis Santolucito.

The Meeting was called to order at 7:00 p.m.

  • Approval of Prior Meeting Minutes
 None

  • Discussion held between 5:00 & 7:00 p.m.
6:20 p.m. Gwen Hatch and Pat Vanbetuew – discussed the Food Cupboard that is located at the Plummers Store complex.  The operation started in 1986 and has 14 volunteers.  Open Wednesday evenings 6:30 – 7:30 p.m. and Friday 9:30 – 10:30 a.m.  In the summer the Food Cupboard gets fresh vegetables from Rippling Waters and some food from Good Shepherd.  The Food Cupboard pays .16 cents per pound of goods and more for meat.  The volunteers usually go to Good Shepherd once a month and another place in Sanford.  Most of the money to buy food comes from donations.

During November 2009 they helped 88 adults, 53 children, 39 families, 5 seniors and 4 new families.

6:45 p.m. Caroline Segella and Larry Miller discussed the Comprehensive Plan Committee.

Selectman Collomy reported that the windows are done at the Old Town Garage.

Selectman Burns reported that he has been working on budgets and driving around assessing damage.

Selectman Pulsoni reported that damage was done at Pleasant Point Park with trees uprooted and the monument has been cleaned up.

The Selectmen reported that they have hired a new Town Treasurer.

  • Executive Orders
E.O.091003008 – An order to approve an Application for Exemption from Local Taxation for Widow, Widower, Minor Child or Widowed Parent  of a Deceased Veteran for [Map 2, Lot 89A-4].  Approved 5-0.

E.O. 091003009 - An order to approve an Application for Exemption from Local Taxation for Widow, Widower, Minor Child or Widowed Parent  of a Deceased Veteran for [Map 13, Lot 16E].  Approved 5-0.

E.O.091003010 – An order to approve David Pinkham’s and Tom Kennie’s attendance to the American Public Works Association Spring Meeting.  Approved 5-0.

E.O. 091003011 – An order to approve 24 hours of vacation time for David Pinkham.  Approved 5-0.

E.O. 091003012 – An order to appoint David M. Anderson to the position of Temporary Motor Vehicle Agent effective until the return of the Motor Vehicle Agent.  Approved 5-0.

E.O. 091003013 – An order to appoint David M. Anderson to the position of Temporary Excise Tax Collector effective until the return of the Excise Tax Collector.  Approved 5-0.

E.O. 091003014 – An order to appoint Debra L. Rix to the position of Treasurer effective March 8, 2010, at a rate of pay of $18.60/hour.  Approved 5-0.


E.O. 091003015 – An order to appoint Charlene Libby to the position of Trustee of Berry Memorial Library effective until December 31, 2012.  Approved 5-0.

E.O.091003016 --  An order to approve 8 hours of vacation time for Fred Farnham.  Approved 5-0.

E.O.091003017 – An order to approve Fred Farnham’s attendance to the MBOIA meeting.  Approved 5-0.

  • Public Comments and Questions
Keith Emery stated they are cutting trees on the Simpson Road across from Pleasant Point Park.

Larry Miller stated the Budged adoption process will be Monday, March 15 at the Bonny Eagle Middle School, amendments will be March 22 and finalized on March 29, if needed.  April 29 is the validation vote and the referendum vote is May 4th in each town.

Dennis Santolucito asked if the Charter Commission would have something on the ballot in June.  He also questioned when a public hearing with the Charter Commission would take place.
